A few questions about Guilds - Guild Wars Forums

I'm new to GW and this forum so please give me a break if I say something stupid.

First of all, how do you create a Guild? Do you have to be a certain level before you have that ability?

Question number two: if you join a Guild, do all other characters on that account also join automatically, or can each of your characters be on seperate Guilds?

1. You create a guild at the "Guild Registrar", he tells you to come up with a name (for example "Team of the North") and a guild tab (for example [EotN]).
If you come up with a name that's not already in use, he will take a fee of 100 gold, and you'll start the guild as a guild leader.

2. If you join a guild with one character, you'll join with your whole account automaticly which can't change.
